Forward-looking Infrastructure Plan for River Water Quality Improvement and management plan

The Environmental Protection Administration, Executive Yuan, R.O.C (Taiwan) is aggressively implementing measures to reduce pollution in bodies of water as well as improving water quality in rivers in compliance with the Ministry of Economic Affairs’ Forward-looking Infrastructure Development Program. This project targeted 9 severely-polluted quality stations for improvement and pollution reduction by implementing inspections at critically polluted rivers, drawing a pollution map, and completing pollution source analysis for areas upstream of critical water quality stations to grasp the level of pollution emissions in rivers and setting reduction targets for all stations; improvement measures and suggestions are proposed for current remediation efforts that have been insufficient. Additionally, 2 critical rivers (Dahan River and Gangshan River) were selected according to pollution characteristics for setting up water quality models to conduct water quality simulation prediction for target years and review the effectiveness of pollution reduction. Furthermore, the promotion of pollution reduction at severely-polluted stations is also being simultaneously targeted towards livestock, industrial and domestic wastewater by providing specific quantifiable reduction targets for each aspect. To ensure the achievement of the water quality management goals, we continue to conduct national river water quality tracking and evaluation every month. In addition, for water bodies that do not meet the water quality standards or need special protection in the rivers, the feasibility of implementing Total Quantity Control Method is evaluated, and a demonstration plan is developed. This project uses molecular biotechnology to track the fecal pollution sources of 4 different hosts, design specific introductions, and select 3 severely-polluted river sections and 3 livestock manure resource-based irrigation sites for technical measurement to determine possible pollution sources and pollution levels, providing agencies as a reference for future management. In response to the oxygen depletion in the river causing massive fish death, this project analyzes the rivers where fish death events occur in recent years and climatic conditions. Evaluate water aeration technology and application methods, select a section of the Keelung River to conduct a simulation test, analyze the effectiveness of water dissolved oxygen enhancement through on-site plan, and propose feasible water aeration technology applications Plan.
